Blur Effect around the outer edges of the video

Wanting to find out who knows how to apply a blur effect or filter around the outer edges of a video clip? I think it has someting to do with overlay options, mask,image matt and applying a mask with a video filter like guassian blur?

There are many ways of skinning cats. The simplest one would be to use a filter like vignette, using rectangular mask and choosing an appropriate colour. Beyond that, you have to do as you say, but you do not usually need a video mask: a simple image mask with a rectangle with unsharp edges is sufficient. One way of doing this (amongst many) is to use two copies of your clip. The one, on track V1, has the appropriate blur filter applied. The other, on V2, has the mask overlay applied, keeping the centre sharp and the outside transparent.
