Can I import a motion background from another program like MYDVD and use it in VS9? The new program was very limited on the motion backgrounds and I am searching for more options like free downloads or swap programs. How do you import new motion backgrounds into the library?

If you really want to get involved you can create with VS8-9 or any authoring application then export to folders on your HD. You can then use Ifoedit to change just about anything. Very technical but there are quite a few tutorials for using it.
