I purchased a new computer with Windows Vista operating system. My current CD is Photo Explorer 8.0 SE and Cool 360 1.0 that only works with windows 98/ME/2000/XP. Is there a upgrade for using my webcam with Windows Vista and where can I find it.

No, sadly those are not supported in Vista.

And, supposedly, MediaOne is going to replace PEX to some degree with PI X3.

You are right, purchasers of PhotoImpact X3 due for imminent release will also get Media One and also Painter Essentials.
