What are cue points in VS11?. Are the similar to chapter points in a finished dvd or only usecfor authoring

Cue Points are used differently than Chapter markers, however the manual claims that "Adding cues and chapters helps you to navigate through your project once you have recorded them onto a disc". That is the function of the Chapter markers.
You can use Cue markers to mark beats / measures in music, to synchronize your clips to the beat of a musical underscore. In multi-camera edits, to mark where the change in cameras are to be placed, where overlays, titles, wipes, ect., are to happen.
