Microsoft DirectX Runtime Web Installer Error

I'm trying to install WinDVD8 onto my new laptop with Vista Home Premium. During the install, the program tries to install MicrosoftX Feb 2006 Runtime Web Installer. Then I get the message that installation of this installer has failed.

Any idea what this is about and what I can do about it. This laptop is just bought. I have installed WinDVD onto my other laptop with Vista and didn't run into this problem.
