Welcome to the forums,
If you are using VS11 and not VS11 Plus, then you only have 1 video overlay track. However with the Plus version you have 6-overlay tracks.
Go to Timeline view, by clicking on the middle icon in the lower left. It has speaker to the right. This will open the timeline up. Now click on the icon to the left of the 5.1 surround sound icon. It looks like 2 movie reels. This is the Track Manager. If you have the Plus version, just place checks in the boxes beside the number of tracks you want.
