In 2 hour mode in Ulead DVD maker I burnt a 1 hour 59 min disc.
Poor quality
The disc information looks like it did not go to edge, the way a normal 2 hour dvd looks (at least a half inch of space left)
Does the Ulead product change modes automatically to a poorer quality to create more space or do I have to shorten the video
DVD Quality Poor at 1 hour 59 min.

The 2-hour template uses a very low video bitrate (imho).
Try creating your own template, and set the bitrate yourself. Try something like the following (this will leave a little space on the disc)
Video bitrate: 4500kbps
Audio bitrate: 224kbps (AC3 Audio)
NOTE: these settings assume one video and one audio track, and also you project does not need much space for motion menus and/or a data folder.

Or even 192 kbit/s for AC-3: you won't hear the difference. Aim for ~4.0-4.1 Gb
