Yes you will need a flash authoring program. There are several made, just do a google search for flash programs. The most expensive, and considered the industry standard, Macromedia, now owned by Adobe. I use a program called SwishMax.
Those are just a couple examples, just do a search and you should find plenty. Just be advised that some come with a hefty price tag, and a very steep learning curve.

I have Photoimpact 12 here. I can't find it.
1. I shot my digital camera to my big tv

2. I transfer it to Paint and edit blue screen but I guess so.

3. I put it on my VS 11 plus and edit. that picture I put on overlay and I put a image on it but I adjust it.

That's sample. I want to put a image and itself auto adjust in decoration frame. How?

Yes Corel have Paint Shop Pro but this forum does not provide support for that particular product.
Please view Other Corel Software
For the project you have in mind you can do most of this with VideoStudio.
1. Place this on the video track

2. No need to remove what is on the TV Screen - simply place this on an overlay track

simply place it on top of the TV screen = resized to fit - possibly add a thin white border

You may then wish to take a look at the following
Flash Animations / Programs - NOTE: These programs are NOT free.
