editing by moving with the bar

When I want to edit my video clip and move across it with the bar, it doesn't move slowly .... it jumps. I have to use the second and milli second counter to move to exact spot to cut or index the clip... This takes a lot of time. Do you know of any shortcuts to accomplish this?
