I spent lots of time in the audio view of the timeline getting the audio sync perfect. When I switch back to timeline view it is off by a beat.
This is true with both the audio track separated and with it intact with the video.
When you burn the video, it is the timeline view sync that is burned.
this is really a problem!!!

This can be caused by a number of things. Do a search for Out Of Sync and you'll find a ton of posts.

ok.. I looked through as much as I could... but could't find this specific issue.
MY SYNC is FINE in Timeline mode and burning.
when I switch to audio mode it is off....
so if I make adjustments in audio mode, it doesn't translate to the final project... so I go back and forth

Ah, I understand now. But, unfortunately, I've never heard of that problem before and, therefore, can't offer a solution.
My first thought was you didn't have the audio track lined up with the video track, but you say this also happens if the audio and video are in the same track. Sorry.

I may have perfect sync on the audio view...the view where I am lining everything up.
I switch to timeline view and it is off.
In my last project, I would adjust the audio in a separate track in audio view to get it to be good in timeline view.
I created an mpeg (to get around menuing problems not related).
then I took that mpeg without splitting the track and it is fine in timeline, off in audio...!

Because you haven't given any data as to the properties of the files involved anyone answering can only hazard a guess..so here's mine.
I am guessing that the audio you are using is MP3.
I am guessing that if you convert the MP3 file (based on my first guess) to a wav file you will see the problem solved...just a guess mind you.
