I didn't explain myself welll.... but I see what to do.
another question... you are so good I can't help myself.
I added a video filter. I only want it for a few seconds. I added a keyframe but can't figure out how to put a different filter, or more importantly, NO filter after the keyframe.

I hadn't tried playing with filters until earlier this evening and then I read your post.
When you add a filter got to the Attribute panel and from there you can Cutomise Filter (some you can't customise).
Another panel pos up showing you the before and after effect and various controls to adjust (varied depending on filter)
Under the preview screen of the original video video there is a slider bar showing the time/frame. Drag the time line away from the red key frame to the frame you wanted.
The "+" button should now become highlighted and you can insert your instructions.
If you want that newly created frame point to have the same attributes to the first key frame: then right click on the first key frame (the diamond should turn red) and you can "copy" the attributes to paste into the (any) other key frame point.
Play around with it to your liking.

chapters
one more issue. I am making a disk...
I marked the timeline with the little arrows for chapters. When I go into the disk creation menu, and I go to add/edit chapters, it has added many more chapters. I have 26 chapters. It adds about 10 more. Maybe it is automatically putting a chapter where there is a video cut.... but I don't want this. How do I stop it from doing that.
also, I label each chapter. You can click on the thumbnail to see what is in it. When I do that, it often freezes, not on the particular chapter but on the first frame of the disk... and stays frozen. I have to restart the program... and start ALL OVER AGAIN. Any thoughts on this? Is it a bug?

I've noticed that if I move some chapter points while editing it remembers the old locations (timecode) and adds the new locations. I'm sure that's a bug. It also doesn't remember chapter names very well when I return to the share/DVD process nor does it carry chapter names from the chapter markers into the share/DVD process.
