Return to the above directory and now alter the security settings to full control for all listed users. Now try deleting again.

The first time round you set everything to "deny" for each and every user including 'system' and 'Administrators'
Then reboot - Windows user security should deny anything from accessing the file. Then alter the security settings to "Allow" - do NOT reboot but this time try and delete the item.
