Thankyou
Yep I read all that but it doesnt specify what "Frame size" is best to use.
Youtube specifies a frame of 320x240.
Anyways I asked KipKay (metacafes top earner). He uses 640 x 480, 1024kbps
So I made this template
"Metacafe"
MPEG-4 Files
24 bits, 640 x 480, 29.97 fps
Frame-based
MPEG-4 SP Video: 1024 Kbps, 4:3
44100 Hz, 16 Bit, Stereo
MPEG AAC Audio: 128 Kbps

VEOH suggests the following
We recommend that you encode your video at a minimum of 540 x 405 (for 4:3) using variable bit rate encoding with a target of 500 kbps. Viewing in the Veoh Player will be optimized at 640 x 480 (for 4:3) at up to 1.5 mbps.
