I can see this can be done with audio tracks and can even be set in the preferences as a default

,,,but can i choose the duration of fade-in and fade-out for a video track ?

Does the audio track fade-in and fade-out (single click) apply to the audio of a video ?

A video must fade "from" something or fade "to" something. It can't just "fade."
If you are crossfading between two clips then to adjust the time it takes to do that you adjust the properties of the "crossfade" transition itself.
Similarly if you are fading in from black or fading out to black you need a color clip before or after the video clip and again you crossfade and adjust the crossfade transtion properties to make it longer or shorter.

And yes, the fade in and out applies specifically to the audio of your main video track...
