Install Problems Directx install fails

I downloaded the trial version of WINDVD 8. It failed to install at the point where is said it needed DirectX and C++ 2005 Redistribution package. I was surprised since I currently have DirectX 9c on my system which is XP SP2. I looked in the knowledge database and installed manually the C++ 2005 Redist package as well as Java.
When I tried to do teh manual install from Microsoft for DirectX I got a message saying my cabinet was corrupted or cryption service was either disabled (checked it and was started) or my Cabinet Certificate was invalid.

I am not sure why the SW even flags Directx since I have the 9c version but I can't get any further in the install. Any ideas?
