Can VS 11 open VS 8 project files?

It should be able to. Like many applications that have upgrades, they are generally backward compatible, however they are not forward compatible. You could not open a VS11 project file in VS8. 
You need to ensure that all the video, images, etc, are able to be relinked. If you have not moved any of them, then they should relink automatically. If not, then you will need to browse for the files to relink them if prompted.

And if you open it in VS11, immediately save it as a new project with a different name. That was the original project file will be preserved just in case you have to go back to VS8 with it for any reason. If you open it in VS11 then save it with the same name in VS11, it will no longer be readable by VS8.

VS8 projects are NOT fully compatible with VS11!
I installed the VS11 trial and opened a VS8 project. It seemed to open ok. I immediately saved it as a VS11 project. I could see my video clips in the storyboard. I then went to Create Disc, but all my menus and chapters were missing. I tried to create new chapters and VS11 blew up. I tried multiple times to create menus and chapters and VS11 blew up every time. There doesn't seem to be any way to do this with a VS8 project in VS11. I am dissapointed the menus and chapters from the VS8 project did not work VS11.

Are you absolutely certain you had saved your menus as part of the VS8 project? I ask because it is not an easy or obvious thing to do with any version of VS. You can close the burning module after burning and it says it is saving the project, but in fact that is not the same file as your original project file. It is only a temp file until such time as you close the whole program down. When you start up again and open your original project, more often than not the menus are goine.
The only way of saving the menus is, after building them, to close the burning module. VS will say it is saving the project, but in addition to this, you have to go to File > Save and either save the original project, or else give the whole project a new name and save that. Then in reality you will have saved the original project with the menu items... Then you can reopen the burning module and move on to burning the project to disc. Its very klutzy but it works... And a project file saved that way should normally open in a later version of VS with the menu intact.

I can now create new chapters, but VS8 projects still don't show existing chapters and menus when opened in VS11.
