I have been using VideoStudio 11+ for weeks with no problem. Yesterday it would no longer start. It kept saying it could not find mpgaout.dll. I searched the computer and found it in:
c:\Program Files\Common Files\Ulead Systems\MPEG
I added that to the Vista system path environment variable, and now it works again. I wonder what happened, and if any other paths are missing?
Missing mpgaout.dll

I had the same issue in Vista
The path C:\Program Files\Common Files\Ulead Systems\MPEG was listed as an path in the environment variables - so that wasnt this issue
To resolve I copied all files in the C:\Program Files\Common Files\Ulead Systems\MPEG to the main directory of Ulead (wherever you installed it to) and that seemed to fix it
