Capturing Failed problems in VS8

I've searched and seen similar problems but just different enough that I felt I needed to submit my own question.

I have had to rebuild my PC once again and I am now getting the "Capturing Failed" message when I try to capture video through my ATI 8500 All-in-Wonder card. This combination has worked in the past couple of generations of rebuilds, but this time I am getting the errors for the first time. I have all of the updates to Windows and VS8 installed.

I am capturing through the S-Video external port, the video and audio appear correct in the capture screen, but one think I have found odd is that the capture properties sho exclamation points "!" by the video and audio specs.

Soyo KT600 MB
AMD 2200+
ATI 8500AIW
Windows XP SP2

Try this guide for capturing with a ATI card, import the footage into VS8 after you capture.
