Paint wrong colours

Am an occasional user of PI11 but am no means an expert. However I've just found an anomaly that does not appear to have been mentioned before.

If you choose any of the primary colours (255,0,0; 0,255,0 or 0,0,255) and use flood fill, it works correctly. If you use any of the Paint tools, it changes the colour so slightly you would hardly notice to 254,0,0; 0,254,0 or 0,0,254. I discovered this only because a precise primary colour matte did not work in a video application.

Note that this does not have anything to do with the file format but is inherent in PI11. In the end, I had to use Microsoft Paint (with difficulty!) to do what I had to do! At least, it didn't mess around with the colours!

I don't know if this is the reason but the paint tools will do that if the transp. or soft edge is set to anything but zero.
