An mpeg4 can come in many guises, and although VS may well work with some of them, it appears it will not work with yours.
If as you say the frame rate changes depending on lighting conditions, how do you expect VS to play back a 26.457 that then changes to 25 or 28 or 32 or 15 in the space of seconds?
You wanted a work around, I suggest you use what worked before, convert to a wmv file and use that. Content is obviously the key to your video rather than quality, which is fine, so the small amount of quality you lose by converting to wmv shouldn't really be noticeable.

Now I have a question
I wish to change attributes of audio for all clips at a time. How do I do it
For example I wish to set the volume level to 50 for all clips or add auto level
video effect to all clips

Just export the sound track from the [Share] tab as a WAV file.
Open it in Audacity (FREE Audio Editor) - adjust whatever you wish. Save as a new audio file and then import that into VideoStudio, replacing the existing audio track.

I think you missed my question
My question was a) How to change the volume of all clips at a time or b) how to apply say, a video filter like "Anti shake" to all the clips at a time.
Now we need to visit each clip to apply the effect or adjust the volume.

Steve understood you question, you just didn't understand his answer. To change the volume of all clips you need to go to Share > Create Audio File. This will create a wav file of all of your audio. You then re-insert that file and adjust the volume level, or add filters.
If you want to add the same video filter to all clips you would take the similar action of creating a video file of all your clips, then re-inserting to add the filter.
Another option is to add the VSP of your project into a new project where it is treated as one file, not individual clips, where you can add filters or adjust the volume. However, I have not been happy with the quality of the picture when doing this.
