I have a sony hdrux7 avchd camera. I can record in 16:9 but when I bring the clips into ULEAD and set the project to be 16:9, the preview window is 4:3 and I get bars on the top and bottom of my project. When I write my project to disk, will I get the bars on my 16:9 TV also or will I get FULLSCREEN meaning the video will touch all edges of my tv?

Ok - easy bit first - Yes the preview screen in UVS is always 4:3 and shows a 16:9 video as full width with black bars above and below - this is quite normal - the GUI preview screen is set and does not alter.
Then the more difficult bit - on your TV - it depends on the settings of your DVD player and TV.
I have two set ups - the lounge TV and player take a 16:9 video and display it full size (touching all 4 edges) without problems. But on the set up I have here next to my PC if I just put the same DVD in and play it - the picture is 16:9 but has black edges all round - but if I change the picture mode of that TV to 'Cinema' the picture fits the screen perfectly - however if I try to watch normal TV like that it over fills the screen.
So you should be able to watch your 16:9 video full screen - if you can find the right settings on your DVD player/TV - there really is only one way to find out - burn a DVD and try it.

The dvd player I am using is the sony PS2. My normal dvd player does not read recorded dvd well. I have my PS2 set to ouput to a 16:9 tv. When I play the dvd's is pshows the image 4:3. When I play the dvd on my computer using WinDVD, right click in the movie, select setup, the information says he video is 16:9. The only way I was able to get the my tv to show the 16:9 full screen image is when I adjust my TV's aspect to Full (as oppossed to regular). I would expect to know have to do any of that.

Maybe you are using the wrong type of media for your DVD player. Check out this handy-dandy compatibility list.My normal dvd player does not read recorded dvd well.

Based on this info, I should be ok using DVD-R, which is what i am using.

From videohelp the player appears to be quite an old model, one person has one dating back to 1999.
Many older models are harder to please than really cheap new ones.
What bitrate settings are you using?
I'd suggest not exceeding 7500k for both audio and video combined.
Don't use mpeg audio, use lpcm or ac-3.
