poor dvd output quality in 16:9 format
I have figured out how to change the capture template to get good quality 16:9 video capture from my mini-dv camera. However, I cannot output the same good quality video to a dvd...the picture quality is poor due to the jerky lines around items in motion. Items not in motion are ok...any ideas?

The usual culprit in the situation you describe is a change in the field order of the video. Your original video is from a mini DV camera, and so should be Lower Field First. If you inadvertently changed the project properties to Upper Field First, or mixed in other video using UFF, then that would be the source of your problem.
The basic message is to maintain the same field order throughout a project, and do not mix videos with different field orders in one project.
