is it possible to make a video that is for example 720 by 380, instead of taking up the entire screen

Depending upon what codec you use you could create all manner of non standard video sizes. Why would you want to do that though?

Note that the image aspect ratio (i.e. 16x9) is different from the pixel ratio (i.e. 720x780). Most video uses rectangular pixels. Changing the resolution to 720x380 usually won't change the shape of the video.
Most still image formats use square pixels. So, 640x480 is common for 4x3 still images, and it can be used for computer video, but it is not alowed on a regular video DVD.
I don't know that much about DivX, but the DVD specification only allows a few options:
NTSC (North America & Japan)
720x480 (4x3 or 16x9)
702x480 (4x3 or 16x9)
352x480 (4x3)
352x240 (4x3)
PAL (Most of the world)
720x576 (4x3 or 16x9)
702x576 (4x3 or 16x9)
352x576 (4x3)
352x288 (4x3)
If you make a standard-compliant DVD, Movie Factory is going to make an MPEG-2 DVD with one of the above resolutions. If you make a DivX dvd, you may have more options.
