VS7 - Quality of Capture is very Low?

I use the DVD Express as well and it works great! It has a hardware MPEG encoder so you don't need a dedicated 3.6 ghz PC to capture video.
The CapWiz software that comes with it works very well so I don't use UVS for captures.

The DVD Xpress is a USB-attached hardware capture device for converting S-Video or Composite Audio-Video input from an analog source (like VCR, camcorder, TV receiver etc.) to MPEG-2.
It does this with a built-in hardware encoder chip and comes with CapWiz capture software. It supports captures at bit rates much higher than you'll likely ever need (up to 15 mbps). I use 4 mbps variable for my Hi-8 camcorder tapes and get excellent quality and more than 2 hours per DVD.
While not intended for watching live video, CapWiz does have a Preview function which allows you to view the input whether you are capturing or not. The Preview is not full-screen but quite large.
I've had good success with it as a capture device but it may not be the best device for what you want to do? It does have 720 X 480 resolution which is an improvement over what you have but there may be a TV-in device of some-sort that would be more suitable?
I've never used this one but it looks like it is more intended for what you want to do?

You would need an expensive pcmcia card to do what you want and
even that may not work.
Along with getting the video to the LCD screen you also need the
same responsiveness using the controllers.
VCD (Video_CD) resolution is only 240x352.
You are making the video worse than what it is being transmitted at.
Besides all that if you could get it to work there will be a slight delay
enough to annoy you to no end. It will very hard to coordinate the joystick (controller) to the screens delay.
Two Choices:
Purchase a LCD Television.
Use a HD Monitor with the following:
The only way I've seen to increase the picture quality from game machines is to use a HD Monitor and put it into "Overscan / HiScan" or
"Progressive" scan.
Many of the new HD Monitors have a game adjustment screen in the
setup menu for playing games. It's nice.

Though your idea is sound, its not as if I havent thought about it already.
I admit i havent looked into it, but I dont believe LCD monitors/tv's to be vert cheap. Far far outside the range of the $90 CAD i spent on the VCD converter. Playing with the VCD thing isnt so bad, it seems fairly responsive...its just the quality that sucks.
