No, actually its a totally different architecture. The Core 2 Duo is built on technologies pioneered in Intel's mobile processors. They process info differently. The last gasp of the P4 architecture were the Pentium 'D' chips, where essentially they just stuck 2 chips on the same die.
Intel was finding that to stay competitive they were having to go faster and faster, meaning more heat and power usage (Which is why my P4 3.4Ghz machine sounds like a jumbo taking off with all the fans running!). This is also why with the new Core 2 Duos and their new architecture, they can run at a slower speed and still outperform the P4s, because they can process more instructions per second.
