Change Video format from 16:9 to 4:3

Hello Members
I have a need to change the original format of 16:9 that the video was recorded in to 4:3 before the edited film is rendered for output to DVD.
I have trawled through the past posts using the search facility but have found nothing.
Is it possible using Ulead11 plus or any other program to get the results I want.

Although written for earlier versions, I think the info is still relevant
