Because of the poor resolution of YouTube it is hard to tell if that is a 3D animation. If it is, then VS, alone, can't do it. You probably could make it in Cool3D then insert into VS.

That is either a 3D object created with something like Cool3D / Cool3DPS
or it could even be a flash animation.
