I first downloaded a video into the timeline with the following properties:
NTSC drop frame (29.97 fps)
MPEG files
24 bits, 1440 x 1080, 29.97 fps
Upper Field First
(MPEG-2), 16:9
Video data rate: 25000 kbps
Audio data rate: 384 kbps
MPEG audio layer 2, 48 KHz, Stereo
Then a message asks if you want project settings to match video properties so that smartrender will run. I select yes.
Then I select file - project properties, this page has the correct properties. However if select edit - compression I see that video format mpeg2 is grayed out and the video data rate is set for 18000 not 25000.
If I trim a video with the above settings and select clip - save trimmed video. Its properties will display the video data rate to be 18000.
I tried to manualy change data rate back to 25000 but I get a within range message, 18000 being the highest setting.
I tried this same sinerio on VS10+ and it works fine.

Matching project settings to video properties don't work

You must be using VS11+ because they haven't released the patch yet. It's a bug for making manual changes.
Solution: Don't click on the edit button after you insert the video & match the project settings.
To smartrender the video out to a new file simply use the "Share -> Same as Project Settings". I haven't tried "Share -> Same as first clip", that may also work. I always use the "Same as Project Settings"
