After inserting a video clip in the Storyboard/Timeline view panel of UVS, choose your desired scene and use the Video filter >> Cropping Filter in any portion on the screen. Click the Customize Filter to adjust the height and width of the portion on the clip that you want to crop. Use the Preview panel to resize the clip¡¦s aspect ratio.

ive done that but the effect makes it zoom out, also i found that you can crop in the chroma key but it will only crop to the middle i want to be able to crop it to any place on the screen and not have the crop move

I would probably try applying the crop filter then create a new video file from the cropped video. Insert the new video file in the overlay track...the second clip on overlay track #2, adjust proportions and that should do it

From the Video Filter >> Cropping Filter >> Attribute tab >> Customize Filter, after resizing the width and the height, have you tried checking the "Stationary" check button? This will make your cropped portion on the screen being static from its first position up to the end of the crop duration.
