How can I sample an area so I can use the clone paintbrush without the sample "Circle" moving around?
I want to sample a section and not have the circle grab other things while I'm cloning.

instead of dragging around painting the area you wish to cover with the cloned part, you could just "click" individually to cover the area. this would take time but won't make your sample circle move around.

Isn't there a way to get the [sample circle] to stay still?
