How about rather doing this in VS11 directly :
1. Movie Wizard
2. Insert DVD/DVD-R to add video from disc or hard-drive.
That seems to take you through the same video conversion process.... Right now, I'm playing with Axara, to see if I can find a set of settings that will produce nice output, without taking hours to do.

rlw,
I downloaded your mpg file and inserted it into VideoStudio10_Plus. Here are the properties that VS10+ report your extracted chapter as being:

Video type: MPEG-2 Video, Upper Field First
Attributes: 24 bits, 720x480, 16:9
Frame rate: 29.970 frames/sec
Data rate: Variable bit rate (Max. 9100kbps)
Audio Dobly digital Audio 48khz 5.1 Channels, Bit Rate=448kbs
FileSize = 7,584kBytes
Length = 10.511 Seconds

Therefore:
Average Bit Rate = ( 7,584,000 * 8 ) / 10.511 = 5772kbs (Average_Video_Bit_Rate)
or ( 7,584,000 / 10.511 ) * 8 = 5772kbs (Average_Video_Bit_Rate)

Looks good to me, maybe VS11+ is using the wrong mpeg codec on your computer or VS11+ is picking up another mpeg encoder and using that instead of the ulead mpeg encoder/decoder.

Either way if VS11+ doesn't read & display the same properites I posted above then the program cannot work properly. Either a bad installation (which I doubt) or you have other video/audio codecs installed on your computer system that conflict with VS11+.

I find the same inserting it into either VS10+ or VS11+. In fact the only difference is that in VS11+ the date/time code is present, whereas in VS10+ it is not.
VS11+:
MPEG files
24 bits, 720 x 480, 29.97 fps
Upper Field First
(DVD-NTSC), 16:9
Video data rate: Variable (Max. 9100 kbps)
Audio data rate: 448 kbps
Dolby Digital Audio, 48 KHz, 3/2(L,C,R,SL,SR)
