problem creating 640x480 or larger wmv files

I am running Ulead 11 on Windows XP home.

I am trying to create a video clip using the SHARE feature. I select best quality which is 640x480.

The file comes out at 280x170, not 640x480.

Has anyone esle had this issue? Is there a fix?

Have you tried installing the windows media encoder from Microsoft?

Nope. Is this neccessary for the program to function?
