Is there any way to make the "overlays" spin and rotate 360 degrees?

Yes indeed Cool3D will allow you to produce an .avi with a transparent or filled background of almost any 3D object and have it spin or move around the screen however you want.
Cool3D is a cut down version with less facilities and therefore comes cheaper - but if you want the full works you need Cool3D Production Studio, full details of both can be found on the Ulead website.
