I have a DV video with 25 clips (scene). I want to apply a video filter to 10 of these clips at one time. How do I do this. From what I can see you have to drop a filter on each clip one at a time. Can I select multiple clips and apply the filter to all of them.

No. If you don't want to apply the filters to the clips separately there are two things you can do.
1. Make a project with just those ten clips, then use the Insert Media Files command to insert that project into your timeline. That nested project is then treated like one clip and you can add the filter to it.
2. Make a project with just those ten clips, then render it to a new video file. Insert that new clip into your project and add the filter.
I tried inserting a project into a project (#1) once and I didn't like how it looked. It just wasn't sharp.
If you are dealing with avi files then rendering your clips to one single clip (#2) shouldn't cause any quality loss.
