1. Does Media Studio Pro offer features and funstionality that Cool 3D Production Studio offers?
2. Is there any news on when Media Studio Pro 9.x is coming out...I know that Media Studio Pro 8.x has been out for some time.

No news yet on MediaStudio 9.
Cool 3D and Cool 3D Production Studio are purpose built speciality products for creating 3D effects. They can be used as standalone products or you can use them with MediaStudio / VideoStudio.
It is sort of like the relationship between Microsoft Word and Microsoft Excel.
They are standalone products but you can insert an Excel Table into Word.
Similarly you can prepare a 3D item - such as a title sequence in Cool 3D or C3DPS and then import the project file into MediaStudio or VideoStudio and they do the rest. It is a matter of choice / personal preference.

Nobody knows for sure, but a Corel official was quoted as saying that MSP will be discontinued, so buy at your own risk.

So, then my understanding is this...
It is quite likely that Corel will discontinue MSP and no new version will come...this is an assumption, who knows what is planned for the future.
And as to MSP doing what Cool 3D Production Studio can do...the answer would be no, but you can go to Cool 3D and create your effects and like Video Studio it will easily import the Cool 3D effects you create.
The last question then would be...will there be a new version of Cool 3D Production Studio? This is a very aged product (I love it), but it is a little bulky to use, it certainly could be a bit more user friendly (I am an illiterate user)...I just love VS 11Plus, but like I said I am a visual person and VS does what I need it to do, I just thought that if MSP offered what VS could do (which it does and MORE!), as well as offer what Cool 3D Production Studio does all in one interface, it certainly would save me from having to go back forth between them. Just my opinion...I am probably way off.
