I am doing sports highlight videos and would like to know how to make an outline around a person that is running and make that athlete stand out from the rest? Please help

I would reccomend using CG Infinity for creating the black and white picture you see on the first page.
What you can do, is open up CG Infinity, start a new project with about 2 - 3 times larger dimensions than your video, like Nick said. I'm guessing your video is probably 720x480 so you would want to make it around 2160x1440. Something that may make drawing the white circle easier is using your video clip as a temporary background. To do this, go to View > Background... then set the source to be your video file. I think you may have to uncheck resizing the image to fit your background. Now make a shape that is big enough to cover the area you wish to be highlighted. When you are satisfied with your shape, change the background to plain black. Now it should just be an image like the one on the tutorial site, and you can create a JPEG like Nick did, and continue on with his instructions.
