Importing 160x112 MPEG video to the project

Is there a way using VS11+ (or earlier versions) to import a low resolution MPEG file (160x112) to the timeline and NOT have the program automatically scale the video to full screen?

I would like to set the video into a 160x112 window thus keeping its original resolution on a DVD NTSC project at 720x480.

Just guessing here but... a way to do this would be to put that video on the overlay track rather than the Video track and you then get the option to keep it in a frame of a size you can choose.
