new user, ULEAD video 8 - no video on capture?

the install guide for the Easy Cap/Ulead video 8 pkg i got (CD software) that came with a USB capture RCA cables accessory says i 1st need to have a video card installed on my PC, guess i don't have one. the picture is just dark grain like poor tracking, audio comes thru fine - that being during capture mode. was trying to dub from a VCR A/V line outs.
so it looks like most of the PCI video cards have input jacks and many come with video editing software??
so why did i need to buy the Ulead product if i need a card? and which bank do i plug the AV cables into - the usb adapter or straight to the PCI card's jacks??
sorry - i am a newbie obviously!
