At the end of my production, I have a project that is 97min long. When I go into "Create Disc", it shows that I don't have enough space to fit into a 4.7GB DVD. At high res I can only burn 60 min.
I change the preference to a lower res that will allow 120 on the disc. The slide bar on the bottom of the screen now shows that my project is only 3.6GB and will fit onto the 4.7GB disc with no problem. I tell it to go forward. It renders the project just fine, then it comes to the burn and it says that there is not enough room on my disc and ends the session.
As a test, I created the DVD files on just the HD. It worked fine, but the files created were much larger than the new lower res project of 3.6GB
I assume this is the same reason why I could not burn to a 4.7GB disc. It shows the project as low res, but it is trying to burn it at high res.

Try unchecking the option to not convert compliant MPEG files. It will increase the disk creation time, but let's see if that lets you burn a disk.
What are the complete DVD project settings you are using, and did you create the MPEG2 files for the project using UVS, or some other program? I wonder if the MPEG header doesn't match the file, causing UVS to think that the file doesn't have to be converted and should fit, when in reality it is too large.

I captured analog from a VCR with a V-stream PCI capture card using these settings on UV8.
MPEG Files
24 Bits, 720 x 480, 29.97 fps
Upper Field First
(DVD-NTSC)
Video data rate: Variable (Max. 6000 kbps)
LPCM Audio, 48.0 KHz, Stereo
The file was 97 min and the "create disc" area showed that it would not fit on my DVD in the high res 60 min setting. I changed the preferences to "fair quality" at 4000kbps that would allow 120min and the capacity line changed my file to 3.6MB and said it would now fit.
It rendered the project for about 45min creating all the files, but errored out when it tryed to burn to the disc. It said the file was too large.
I burned the DVD files to the HD as a test and even though the project said it was 3.6MB, it burned .vob files that were over 4MB.
