Well I figured because Stephan was nice enough to provide us with the Burger's transitions in the first place I would pm him on this one and see if I could schmooze him into writing one! 8)
Actually it is already done!
Here is Stephan's reply:

Hello Lance,

it is already there!

Just use the transition 'Bloom'.
After you have assigned it to the timeline, go to the options screen for that particular transition where you will find many different settings.

You can quickly achieve what you've asked for by using the presets 'White Flash' or 'Black Flash' (on the options screen, make the appropriate selection in the combobox, titled 'Presets' on the lower left).

You can achieve interesting variations of them, by slightly reducing the duration parameter by moving the slider to the left (but not to much, at least 0.75 or higher). In addition to that I would recommend to play with different direction settings (pushbuttons with little arrows on it).

But in generall you are asking for the 'plain thing', this is by just using a duration parameter of 1.00

Another option would be Transition 'BW-Flash'.

However, it seems that people obvisously afraid to experiment with the potential of different option settings.

I think the same could be said about the transitions that come with VS. Many are customizable, yet many people fail to realize that.

I just had another look at Stephan's excellent Burger's transitions.

To achieve the "fade through white crossfade" is really simple.
Just insert the "Bloom" transition" then go to the advanced sttings and select the "Presets" button and then selct "White flash." Done!

You can then tweak the effect to your liking by dragging the transition longer or shorter in the timeline.
