Split Frames - how do I fix this?

When watching th DVD, it appears as though the frames are woven together, how do I fix this? It is especially noticeable when camera flashes go off or while panning. The video clips in this project are DV files exported from Adobe Premeire Pro 1.5, as full AVI/DV format. The AVI/DV source files look fine up until used in the DVD. Is this fixable in either Premiere or DMF?

It might be a field-order issue. Can you describe your workflow:

-source video type
-how you capture it to hard drive
-project settings in PPro (pay attention to any options for deinterlacing, or field order)
-encoding in MovieFactory (perhaps just changing it to Lower Field First might help)
