Installing Win DVD8 Gold Microsoft Direct X Feb 2006 install

I have purchased Win DVD8 Gold today and it doesn't load due to the message displayed Microsoft Direct X Feb 2006 Runtime Web Installer has failed set up now exit what do I do? I have Windows XP.
