I can not seem to create a Project Settings that mirrors the HDV specs. I can not seem to set the MPEG bit rate over 18000 - yet the HDV settings are all 25000....

How do you create a Project with HDV Settings

They do have to address this problem.
Here is a workaround for now.
Under VS11+ "Preferences" make sure "Show message when inserting first video clip into the timeline" is checked ON.
Under Edit TAB "Resampling Quality" = BEST.
Capture a very small 15 second HDV file from your cam using the VS11+ software.
Start a new project, insert the captured clip. Answer YES to the prompt. Your project settings will now be correct. Do not try to edit them or the program will revert back to 18000kbs.
Remove the test file from the timeline, SAVE the Project.
Start all new VS11+ projects with this Saved project as the template.
