You will need a third party program to convert a VCD to MPEG
Then after editing you can adjust the quality slider to 100% - it will not improve the quality from its current level because you cannnot put in what isnt there in the first place.
For the settings to create a fresh VCD/SVCD I would tend to stick to the various preset templates built into VideoStudio.

The VCD/SVCD standard is very particular about bit rates and frame sizes. You cannot change the template settings and expect your creation to play on a DVD player.
In my opinion, you are wasting your time. VCD quality is not the greatest to start with and, after two conversions will not be any better. Why do you want to convert to mpeg? VCD compression is mpeg1. I don't expect mpeg2 to be any better for editing and you will certainly not increase the quality of your video by doing what you are planning. On the contrary.
