How do I get to the place where I can set/check bitrate settings in VS10?

As far as I know the bit rates can only be changed by editing existing or creating a new TEMPLATE via MAKE MOVIE MANAGER (see TOOLS drop down menu) - I would suggest creating a new one(s) rather than trying to change existing ones so that you always have the 'default' template.
If you look at the COMPRESSION tab you will see where you can select/enter compression type, kbs etc.
Create a NEW template (I would select an existing template and note all the respective settings and then start by creating a new template using those values) and then when creating a video select your new template.

The method described above by JpArnold is good for creating a purpose built template, like the one I describe here for placing videos onto YouTube.

For your normal day to day video editing you probably have projects of varying duration. Perhaps you recorded someones wedding and it lasts 1 hour, then another one you did lasted 2 hours.
Easiest way here is to set up your project properties to the appropriate bit rate. Then at the share | Create Video stage you can choose "Same as project settings"
To do this follow this tutorial by Vidoman.
