Movie Factory is probably the right program for you.
Both Movie Factory and Video Studio can do video editing and make DVDs.
I suggest you download the trial versions of Movie Factory and Video Studio and evaluate them yourself.
Video Studio has more editing features (and more features overall). I would recommend Video Studio if you were planning on making "home movies" with your digital camcorder. Video Studio can also convert your movie to formats other than DVD, such as WMV, etc.
Movie Factory has more features for DVD authoring, and it costs less.

For video capture, use the Hauppauge WinTV2000 software that came with your hardware.
And, I thought the Hauppauge hardware usually comes bundled with a limited "SE" version of Movie Factory.
WARNING - Your capture card is MPEG-only. Some of us have had trouble
editing MPEGs with Ulead. This doesn't happen to everyone, but it's something to be aware of.
Download the trial version, edit the commercials out of a program, re-join the clips with transitions, and make a DVD. If that works... cool! But, if you get "lip-sync" problems, lock-ups or crashing, etc... you may need to get a special-purpose MPEG editor.
