How can I shrink DVDs to CD?

Are you using DVD WS2? I ask because you posted a question concerning DMF4 in the DVD MF forum. This also seems to be just a generic question, not pertaining to DVDWS.
You can shrink by using a smaller bitrate, for example a bitrate of 4000kps, will allow more video on a disk then 8000kps. Here's a Bitrate Calculator, to help you determine the bitrate needed to fit your video on a DVD.
There are some specialty programs for shrinking video. One such program that you used to be able to obtain was "DVD Shrink". However I think that it has been removed, due to legal issues. Just Google for dvd shrink.
