I am using Microsoft Type II AVI file as a source file to make a DVD.
AVI file plays smoothly with no any distortions. Video on DVD is not that smooth though. Every 3 -5 minutes or so I am getting a "jarring". It is either a repetition of the same frame which looks like a quick freeze, or even worse, a repetition of a previous frame which creates that jarring effect.
It is not consistent, and may happen more or less often that I described.

I agree with heinz.
Set your burning speed to the lowest to be sure.
Check the settings of your output file, raise the quality. (file size comes along)
Also make sure that there are resources available for the software to use. Try closing unecessary applications or you can set the resource system to prioritze the application you are using.
