I have just upgraded to VS11P from VS10P.
When I make a new video with VS11P joining
a video clip edited with VS10P and a video clip
edited with VS11P, reencoding occurs with the
VS10P clip. Video clips are all in HDV format.

Going by the Mpeg Optimizer the video isn't being re-encoded but the new mpeg2 file needs to be re-constructed. You cannot just join 2 or more mpeg files together and save it in a second. The mpeg file stream needs to be re-timestamped & rebuilt, otherwise it's corrupted or not compliant.
If you don't think it's smart_rendering then before you start the rebuilding of the mpeg2 file click on the options and disable smart_rendering (uncheck smart-render). You should see a big difference in the time to rebuild the new file.
In the mpeg optimizer is there any RED Text in any of the text writing below the green bar at the top? If your files are true HDV they should be UFF (upper field first).
I have found what I think is an issue with TS (transport stream) format. VS is reading them as frame_based when actually they are Upper_Field_First. This can also cause a slow smart-render. But to come across this you would have to use other programs to either create the TS file or capture it.
If your sources are the original HDV videos that VideoStudio works with then the template "Share -> HDV -> HDV 1080i (for PC) is the correct template to use.
