After I have inserted all of my clips onto the timeline using the default clip and transition duration, is there any way that I can globally change these durations without changing each image and transition individually. I can not believe that this feature is not available and I am just missing something.

Yes there is..
Select all the clips (image or color only) that you want to change the duration. Then go to Clip Menu, and the first option should be available, which is Change Image/Color Duration.
However there is not a menu command to do the same for transitions. However there is a sneaky workaround. If you have other clips in the overlay tracks, that you have cued at certain times, this may mess that up..
Go to Preferences (F6), and on the Edit Tab change the Default setting for Transitions to the time you want.
Next Delete the transitions you have in your timeline. NOTE: This method will replace ALL transitions since you can not be selective.
Now go to the transition you want to use, Right-Click and select Apply Current Effect to whole Project. Now you should have the transition that you want (even if it is the same one) with the new duration, applied to your whole project with just a few mouse clicks, instead of a few hundred..
